Strategic plan period 2010 – 2020
The University of Education, Vietnam National University in Hanoi has developed its strategic plan considering the new context of the country’s and international socio economic development. As an university member within Vietnam National University (VNU), the University of Education follows the development directions of VNU in its strategic plan.

University main tasks

-          Offering undergraduate and graduate programs for students, teachers, and educational leaders and managers from schools (including vocational ones), colleges, universities and other educational institutions to create high-quality human resources of national, regional and international standards;

-          Doing research on pedagogical sciences, educational management and educational sciences focusing on new trends of the 21 c education (ICT education and Elearning). Serving as an advisory body to the Party and the Government, and provinces on the strategic policies of and solutions to the development of education; closely combining training with research and scientific and technological service;

-          Upgrading knowledge, managerial and pedagogical skills for teaching staff, educational managers and leaders from institutions of education and training and research;

-          Co-operating with a large number of foreign institutions on training and research; exchanging and transferring technology.


I. Context

1. National and international contexts and impacts

As with any organizations in Vietnam, the University of Education is facing  opportunities and challenges created by the market economy, knowledge based economy, information society and globalization, especially the high speed development of ICT. In these contexts, we need to prepare our educators for the 21st century school and education issues, meeting the needs of the market economy, globalization and information society.

2. Strategic plan of Vietnam’s National University in Hanoi

· To build VNU into a comprehensive training and research center of excellence, which closely links training with research and transfer technology;

· To implement programs for Research and Development (R&D),  technology transfer and solutions with an aim to improving the efficiency of R&D activities and training quality thus making a contribution to socio-economic development strategies;

· To renovate R&D management, and closely link R&D activities with training in order to promote production and social life;

II. Vision: University of Education-VNU is striving to become a leading institution in educational research and to prepare effective educators for the highest quality of education of Vietnam. By 2020, it will be accredited by international standards.

III. Mission: The University of Education will provide the best research data and prepare high qualified 21st century educators (teachers, leaders and researchers) for all educational levels of the country based on the most modern technology and by developing  prominent educators from talented students. 

IV. Values: We promote the values of creative, collective, supportive, academic freedom, and an open, respectful, sharing and caring spirit in our University.

V. Objectives & priorities

1. Teaching & learning

· Establish a Center for Teacher Education and Training and implement programs for Talented Teachers. Our teachers as our University’s products will be: a)  new pedagogues who will be equipped with  creative teaching methods so that they are  able to develop the potential of  students; b)  new educators who are able to develop 21st century skills for students and educate them to be global citizens; c)  ICT Users, who have ICT skills so that they can apply technology in their teaching and professional development as well as in their everyday life and educate students in ICT skills; d)  researchers, who study and understand well new trends in education in the 21st century  and apply the newest research data in their teaching ; and e) community activists, who take part actively in community life to bring community to the school  and promote education within the community.

· Strengthen partnership with the schools where our teacher students practice their teaching in the real school life setting to develop their teaching and educating skills.

· Prepare the best 21 c Educational Leaders, equip them with 21st century school management and leadership skills, especially the skills of ICT application in their leadership position and in life.

· Improve quality of preparing educators, teachers and educational leaders at all degrees: undergraduate, master and doctorate by applying active teaching methods, effective internship and applying ICT in the instruction.

2. Research

Priorities: conduct research in the new areas of educational development: future education, e–learning and ICT education, 21st century  educational leadership competencies and human competitive competences;

Undertake research to impact on general education policies and practice of the National Education System.

· Conduct research of Vietnamese education and international education and perspectives of Vietnam’s education.

4. Professional development

· Increase percent of master and doctorate degrees for lecturers who teach educational psychology, educational leadership, vocational education, social work and consultation. (100% lecturers who teach undergraduate have master and doctorate degrees in the teaching discipline; 100% lecturers who teach master students and doctorate students to have doctorate degrees, in which 30% have professor title, 50% have associate professor title).

· Develop ICT skills for lecturing and administrative staff at different degrees: 100% administrative staff and lecturers to have basic ICT skills, For ICT staff and lecturers: 40% to have bachelor, 35% have master and 25% have doctorate degrees in ICT education.

· All lecturers to be able to use English in doing research, communicating and learning.

5. Building a learning organization of the College

· Create ICT environment for teachers to teach and for students to learn effectively and creatively (a computer for each lecturer, e-library, e-learning courses, high speed internet access, video conference, etc)

· Developing and using e-learning courses so that students of our College can learn everywhere and any time based on their needs.

· Create  an e- learning environment to bring online learning programs to Vietnam to widen international education access for everyone.

6. Management & leadership

· Focus on empowerment and transparency in financial management, in awarding and promoting lecturers.

· Focus on mobilizing budgets and strengthening international cooperation to implement objectives and priorities, especially to equip ICT facilities and  educational opportunities for students and lecturers.

· Encourage creativity, support initiatives in research and the instructional process.

· Improve effectiveness of administrative procedures, for teaching, learning and conducting research.

VI. Strategies and programs

1. Strategies

o    Attracting talented students to learn at the University of Education.

o    Creating an ICT environment for research and instructional activities.

o    Developing and importing high quality programs from international higher education institutions, focusing on ICT education, social work, special education and childhood education.

o    Sending lecturers to do master and PhD abroad.

o    Creating networks with domestic and international individuals and organizations.

o    Implement Masters Programs in Business Administration and Management, Economics and Tourism with Dalarna University (2007-2012)

o    Implement a Masters Program in training and employment system management with University of Caen, France (2008-2012)

o    Develop and implement Talented teacher and Talented leadership programs (2006- 2015)

o    Transfer & implement Master program of ICT education (with QUT)

o    Develop, Transfer & implement programs for social work, special education and childhood education (2009-2020).

· Research projects

o    Creating ICT environment for research and instructional activities.

o    Developing & importing high quality programs from international higher education institutions, focus on ICT education, social works, special education & childhood education.

Announcement and Call for Papers 

During December, 2009 the Faculty of Education, (Website:, Vietnam National University in Hanoi, will celebrate the 10th anniversary of its foundation. To mark this event, we plan to organize an International Workshop on “Policies for Teachers and Educational Leaders in the World and in Vietnam in an Era of Globalization and International Integration”.
